Too many in the past have seen the fun, or how much attention the gathering draws, and tried to put their ‘brand’ on it and landed big fines as governments and councils tend to not enjoy big happy ‘unapproved’ gatherings of their citizens.
It will always remain an idea that bounces between a few voices and snowballs until a location sticks.
