when users are 1st in a location, they will not be inspired by what they see on the map.
So if there is nothing nearby a message should appear explaining why it will help users if they take the lead and be the 1st to begin posting. Clicking the action button on this message should open a forum post with pre-set text (we can do this in the backend of discourse).
When they answer the questions it will post in a ‘welcome new city leader’ thread, where a welcoming team can chat with them and support them getting started - so they are instantly engaged and interacting with the community.
